Maritime Police Conduct Vessel Boarding Training

Last Thursday, 25 October, fifteen Policia Nacional de Timor Leste (PNTL) Maritime Police Unit (MPU) Officers graduated from a two-week Boarding Officer Course presented by the United States Naval Criminal Investigative Service (NCIS) , U.S. Coast Guard (USCG) and UN Maritime Advisor as part of a $1.3 million grant from the U.S. Department of State. The MPU received training in international law, smuggling trends, drug identification, maritime law enforcement, hands-on defensive tactics, maritime boarding procedures, and high-risk search techniques. The course culminated with a final boarding exercise by the MPU in the Port of Dili where they put their training to use in actual boarding scenarios.

Maritime Arrest Procedures

Selected MPU Officers will continue to attend a follow-on two-week Maritime Law Enforcement Instructor Course beginning the week of 29 October. These officers will become instructors for MPU, wherein, they will generate new and ongoing training for the MPU to sustain current skills and increase capabilities.

Coastal Community Workshop – Com

Maritime Police Unit recently participated in a coastal community workshop in Com to discuss the development of a National Plan of Action to combat Illegal, Unreported and Unregulated fishing (NPOA-IUU). The NPOA-IUU document is currently being developed by the Ministry of Agriculture and Fisheries as the strategic development plan for managing fisheries compliance. As part of this process consultations with fishing communities are being held in both Com and Atauro.

Maritime Police participated in the Com workshop to gain a better understanding of the nature of illegal fishing within Timor Leste, and to work with the community of fishermen to develop stategies for preventing illegal fishing.

Maritime Police work with US Navy Seabees Construction Unit

Members of the Maritime Police Unit and the US Navy Seabees Underwater Construction Teams have worked together to conduct engineering and hydrographic surveys in preparation for the construction of a new wharf for the Maritime Police. 09 members of the US Navy Seabees Construction Unit based in Port Hueneme, California, United States, have visited Dili from 05 to 18 October 2011. During this time they conducted detailed surveys of the depths and currents within Dili Harbour, located various wrecks (including a Japanese wreck from WWII), and conducted soil sampling to determine the nature of the bottom. The Master Diver of the visiting Seabees unit, Chief Terry Juergens explained the purpose of these surveys. “The technology used to conduct this survey is highly sophisticated. The information that has been collected will now allow us to accurately prepare plans for construction of the first stage of the Maritime Police Wharf in 2013.”

The Commander of the Maritime Police Unit, Superintendent Lino Saldanha was very impressed with the support provided by the US Navy Seabees. “The new Maritime Police Wharf will greatly improve our operational capability and the ability to perform critical maintenance on our Patrol Boats without impacting on commercial operations of the Port. The support and cooperation provided by the US Navy in conducting this research is greatly appreciated and we look forward to working with them again in 2013”

Desta forma, seremos os premeiros a efetuar um teste de despistagem ao HIV na companhia de outros elementos da PNTL e da UNPOL. Com este campanha de sensibilizaçào, pretendemos lutar e incentivar o combate contra todo o tipo de estigmatizaçào e discriminiçào daqueles pedecem deste doença. Aproveito para relembrar a todos os elementos da PNTL que a realizaçào deste tipo de despistengem è essencial e que tambèm se torna fundamental que conheçam as vàrias formas de como esta doença se transmite e os comportamentos que nào acarretan qualquer risco de a contrairmos. Para tal, junta-se em anexo um panfleto do Ministèrio da saude com a informaçào essencial sobre o HIV, aconselhando a todos uma leitura atenta e cuidada. Termino, reiterando o meu pedido para que todos adotem comportamentos isentos de risco e para que ajudem todos os elementos da PNTL, portadores de alguma doença infecto-contagiosa, a sentirem-se devidamnete integrados e respeitados.
